What is RA 9646 (RESA Law)?
Republic Act 9646, also known as the Real Estate Service Act (RESA) of 2009, is the primary law governing real estate practice in the Philippines. It requires all real estate brokers, appraisers, and consultants to be licensed by the Professional Regulation Commission (PRC) and mandates that salespersons work under the supervision of a licensed broker.
What is the PRC?
The Professional Regulation Commission (PRC) is a Philippine government agency that regulates and supervises professional practice in the country. For real estate, PRC administers the Real Estate Broker Licensure Examination and maintains the official registry of licensed brokers. REN.PH verifies broker credentials against PRC records.
What is a DHSUD License to Sell?
A License to Sell (LTS) is a permit issued by the Department of Human Settlements and Urban Development (DHSUD) that authorizes developers to sell subdivision lots, condominium units, or house-and-lot packages to the public. Pre-selling projects without a valid LTS are illegal. REN.PH helps buyers verify if a project has proper DHSUD approval.
What is the difference between a Real Estate Broker and Salesperson?
A Real Estate Broker is a PRC-licensed professional who has passed the board examination and can independently practice real estate brokerage. A Salesperson (or agent) is accredited by PRC but must work under the direct supervision of a licensed broker. Only brokers can sign contracts and receive commissions directly from clients.
What are BIR Zonal Values?
BIR Zonal Values are the minimum property valuations set by the Bureau of Internal Revenue (BIR) for computing capital gains tax, documentary stamp tax, and other transfer taxes. These values are published per barangay and classification (residential, commercial, agricultural). REN.PH provides free access to official BIR zonal value schedules.
