Important Notice
This database is sourced from DHSUD public records. For official LTS verification, always check directly with DHSUD. Projects not found here may still have valid licenses not yet in our database.
Under PD 957 and BP 220, all pre-selling condominium and subdivision projects must secure a License to Sell from DHSUD before marketing or selling units to the public.
Buying from a project without a valid LTS puts your investment at risk. The LTS ensures the project has met regulatory requirements and the developer is authorized to sell units.
Questions about verification
REN.PH's License to Sell checker searches project and developer names against License to Sell records published by the Department of Human Settlements and Urban Development (DHSUD). Below are answers to the most common questions about how this verification works, what an LTS is, and how it compares to checking directly with DHSUD.
Enter the project name, developer name, or LTS number in the search box above. REN.PH checks it against License to Sell records published by DHSUD and returns any matches, along with the issuing details, location, and expiry date where available. For a fully official confirmation, you should also verify directly with the DHSUD regional office that issued the license, since our database reflects DHSUD's public records and may lag the very latest issuances.
A License to Sell is the regulatory permit a real estate developer must obtain before it can market or sell units in a subdivision or condominium project to the public. It is issued by the Department of Human Settlements and Urban Development (DHSUD, formerly HLURB). The LTS confirms the project has an approved development permit, that the land is properly titled, and that the developer has met the financial and technical requirements of the law. Without a valid LTS, a developer is not legally allowed to accept reservations or payments for pre-selling units.
DHSUD is the official source of truth. It issues, renews, suspends, and revokes Licenses to Sell, and its regional offices hold the complete and current file for every project.
REN.PH is an independent directory built on DHSUD's publicly released LTS data. You can search by project name, developer, or LTS number in one place and see results instantly, which is harder to do across DHSUD's regional records. Use REN.PH to quickly find and identify a project's LTS, then confirm its current standing with the issuing DHSUD regional office before you pay anything.
The label is based on the expiry date DHSUD recorded for that License to Sell. Active means the recorded expiry date has not yet passed. Expired means it has.
An expired label does not necessarily mean the project is illegal or abandoned, because developers routinely renew their License to Sell and a renewal may not yet be reflected in the public data. Treat an expired result as a prompt to ask the developer for their current LTS and to confirm the renewal with DHSUD. Some records also have no expiry date on file, in which case no status is shown.
Not necessarily. A project can be missing from our results for several reasons: its License to Sell may have been issued very recently and not yet reflected in DHSUD's public data, the project may be marketed under a different name than the one DHSUD registered, or the developer may hold a Certificate of Registration but not yet a License to Sell.
It is also possible the developer is selling without the required license, which is exactly the situation this check is meant to catch. If you cannot find a project here, do not assume it is licensed. Ask the developer for their LTS number and verify it directly with the DHSUD regional office before paying any reservation fee.
Two laws are the foundation. Presidential Decree 957, the Subdivision and Condominium Buyers’ Protective Decree, requires a License to Sell for subdivision lots and condominium units and sets out buyer protections against unscrupulous developers. Batas Pambansa 220 governs economic and socialized housing projects and carries its own License to Sell requirement adapted to lower-cost developments.
Both are administered by DHSUD. Selling pre-selling units without the applicable License to Sell is a violation that can expose a developer to administrative penalties and buyers to significant risk.
The database is built from License to Sell records that DHSUD publishes, and we refresh it against DHSUD's data on a rolling basis. The recency note near the top of this page shows the latest issuance date currently reflected in our records.
Because DHSUD releases data in batches and processing takes time, the very newest licenses may not appear immediately. For any transaction, treat REN.PH as a fast first check and DHSUD's regional office as the final word on a project's current license status.
If a developer marketing pre-selling units cannot produce a valid License to Sell, treat it as a serious warning sign and do not pay a reservation fee or downpayment. Ask for the LTS number in writing and verify it with the DHSUD regional office covering the project location.
If the developer is selling without a license, you can report it to DHSUD, which has jurisdiction over subdivision and condominium projects. Keep records of everything: marketing materials, the project and developer names, receipts, and any messages. For disputes involving a developer project, the Human Settlements Adjudication Commission (HSAC) handles administrative cases.
